The Resident Opportunities and Self
Sufficiency (ROSS) grant program provides funds for
job training and supportive services to help assisted
(low income) housing residents become self sufficient.
The grants link assisted (low income) housing residents
to services that lead to employment and leadership within
their community. ROSS grants are awarded from HUD to
assisted (low income) housing authorities, resident
organizations or non-profit organizations acting on
behalf of assisted (low income) housing residents.
This funding category makes grants to
provide homeownership training for assisted (low income)
housing residents. The Charlotte Housing Authority has
elected to provide homeownership training with funding
from a HUD ROSS grant to its residents. A counselor
assists program participants for up to 24 months and
even helps with the mortgage application process as
well as closing.

Eligibility Criteria
Individuals must:
- Reside in CHA assisted (low income) housing communities,
receive a Section 8 voucher, or be on the CHA waiting
list
- Be employed full-time
- Have a minimum gross income of $16,762 per year
- Have had stable employment for at least 12 months
- Be willing to commit to the terms of the ROSS Homeownership
Program
- Sign and follow a contract of participation
